Esther Shears is an Affiliated Scientist at RFF-CMCC European Institute on Economics and the Environment (EIEE) and a Research Fellow at the University of Bologna. She is currently a PhD Candidate at the University of California, Berkeley, in the Energy & Resources Group.

As part of the SMOOTH project (Sustainable Finance for a Smooth Low-Carbon Transition), Esther is researching the distributional effects of unilateral carbon pricing policies (with or without carbon border adjustment mechanisms) on production and trade networks in the global economy. The goal of this work is to design climate policies that will minimize harm to low-income countries and distribute the costs of the low-carbon transition more equitably.

Her research interests include the macroeconomics of climate change, the regulatory vacuum of sustainable and climate finance, the political economy of the decarbonization transition.
